General Urban Development Plan of Getxo
The city of Getxo in the Basque Country, with a population of 78,000, decided to revise its General Urban Development Plan (PGOU) to better reflect the evolving needs and changes in the community since the last plan. Lur Studio and Createlli spearheaded the participation process for this revision.
To engage the community, we organized a series of activities including information sessions, workshops with children and teenagers, individual meetings, street interviews, citizen workshops, sessions with municipal technicians, and digital participation platforms. These efforts involved between 700 and 1,050 participants at each stage, encompassing residents, workers, students, associations, visitors, and professionals with an interest in Getxo.
The first phase of the project in 2018 focused on educating and informing participants about urban planning. We then explored the needs and gathered proposals across the 10 key themes of the urban plan, such as mobility, housing, economy, and nature. In 2019, the project took on a gender-focused perspective of the PGOU, ensuring inclusivity in the planning process. During the initial and provisional approval stages, dialogues were centered on four main priorities: social, environmental, economic, and physical planning, ensuring a comprehensive approach to Getxo’s urban development.
