General spatial plan Zumaia
Zumaia is a coastal town in the Basque Country with 9,800 residents. In 2020, the City Council initiated a revision of the General Urban Plan (PGOU), requiring citizen participation from the outset, as mandated by law.

Createlli facilitated the participatory process, which was crucial during the early stages of drafting the PGOU. The first phase aimed to foster informed participation. However, the Covid-19 pandemic forced the cancellation of in-person meetings. To ensure continued engagement, citizens were kept well-informed through various channels, including a dedicated project website, press releases, an informational video on the municipal YouTube channel, as well as personal invitations and phone calls to key associations.
Participation opportunities were provided through both analog and digital questionnaires, along with telephone interviews. Despite the pandemic, 233 citizens participated, with the majority engaging digitally. In the second phase, approximately 1,000 visitors accessed the project website, and 138 people actively took part in either the digital or physical participation campaign.
