The city of Vitoria-Gasteiz launched an Action Plan to promote responsible nightlife and improve coexistence in its Medieval Quarter, addressing issues related to noise, cleanliness, and safety that impact residents.

Lur Studio and Createlli led a participatory process during the diagnostic phase and the creation of the action plan, seeking innovative solutions to be implemented collaboratively from 2018 to 2022. Drawing on methods developed in the Bilbao Entzun! project, the process incorporated both digital and in-person engagement.

Key tools and methods used included:

• The Createlli Lab online platform, which was used to monitor progress, inform residents through a dedicated website, distribute online questionnaires, and gather ideas from the community.
• A series of targeted, in-person workshops, tailored to different groups throughout the process.

A total of 254 people participated, 142 of whom contributed through digital platforms. The SWOT analysis conducted during the process was followed by a CAME exercise, leading to the identification of practical solutions and the development of the final action plan.
