Project Context & Goal

The city of Bilbao launched a 1 year long project to improve the sound aspect of life in the city, both to reduce negative impacts of noise, as well as to increase the positive impact of nice city sounds. The city wanted to have a clear participative approach to the project. Createlli acted as a subcontractor to PH+ and Tecnalia, enhancing the participation with digital tools to increase engagement and insight.

The Participatory Project

The process lasted 9 months initially although the city of Bilbao still today relies on the doing of Createlli and the virtual platform Citizen for further developments regarding the sound and the life quality it can offer.

In the process the digital tools were used to bring the population of the city closer to the town hall and viceversa, bringing the town hall to the experiences in the street. Communication campaigns were developed and first hand information collected via online questionnaires. 

At the same time, in the online workshops the information was developed, bringing to the table not only the direct effects of the sound in the inhabitants but also the background effects in topics as environment or construction types.

The town hall actively proposed some solutions on which the participants were invited to comment and react, giving feedback and so, getting the city closer to an active, smart institution, built by everyone who's interest was on hold.



Very successful consultation campaign: 66% of visitors participated: 500 answers across most stakeholder segments; Monitoring and analysis of stakeholder segments: easy tracking of participation and analysis of the answers per segment.

A proposal for new municipal by law, that takes into account the real situation of the neighborhoods, and the citizen's perception and needs of the sound and the noise in their city.
